The reporter writes that this pit bull was accompanied by her pups, and that she was left unnattended in a yard. We can surmise then that she was both a yard dog and an unregulated breeding dog - two more things the SPCA has failed to address.
The SPCA can find the time and money for lawsuits, but apparantly not for pursuing breeding regulations or humane treatment of dogs laws. And it can't understand why we are so critical?
