40 years of ignoring cries for help for chained dogs

Hi AAS,

I ran across a page from the Vancouver Sun newspaper dated Nov. 23, 1963. My mother had saved it because it had a story on John Kennedy who was shot the day before.

The page has a picture of Bob Hosegood who is mentioned as the "secretary-manager" of the SPCA holding 3 kittens. Mr. Hosegood is quoted in the article as saying "People will phone us and tell us of dogs always chained up or cats in trees. They phone us for advice and for help."

My thought is that, if the SPCA had calls from the public that far back about dogs on chains, how come they haven't asked for or tightened legislation or defined "neglect" more clearly from the PCA Act to help these dogs in 40 years ? Why does the public still have to hound (no pun intended) the SPCA into seizing a dog on a chain 24/7 these days?
