This phrase comes from an e-mail received this morning from an SPCA shelter manager.

"--- we don't have the facitility, funds or manpower to get all the dogs off of chains at this point in time---"

Another 40 years?

Are ANY dogs actually being got off their chains? The two I see frequently have been there for years and years despite multiple complaints.
