This is a good 'sum-up' of what people expect animal welfare to be. It is why the SPCA is being so heavily criticized. A 'band-aid' solution to pet overpopulation..just allowing any animal to breed and then killing off all the excess is not animal welfare. The SPCA needs to be hugely more proactive as outlined in what true animal welfare is.

I feel it is only due to public pressure that SOME of the shelters are finally spaying and neutering animals before they leave...now all SPCAs need to do this across BC, as well as many, many more things to be a true animal welfare agency.
