Surrey has no bylaw that would allow the SPCA to fine for a treed cat
In Response To: SPCA's version of animal welfare in Surrey. If you understand what the SPCA is, you won't be baffled by the story of Buddy - the cat in the tree ()

We just talked to Surrey bylaws department and they were surprised to hear that the SPCA thought it could fine for this.

Why anyone is still surprised at anything the SPCA does is beyond our comprehension.
