About the SPCA's dog assessment test

My wife recently retired and started to volunteer at the SPCA and was so disapppointed she quit after a month. She got to like a certian dog that was a bit fearful of her at first but then started to wag its tail and jump around with happiness when it saw her coming. One day she came in and the dog was dead and she was told that it failed its test.

I'm in the service industry having owned my own company for many years and understanding the contracting business pretty well and it occurs to me that the most probable reason for the dog assessment test is so that the SPCA can offer it as another reason to be awarded a dog control contract. It is a sort of bonus clause, added on to any tender submission. The SPCA can offer it as an assurance that the District or City that they are contracting dog control in is less likely to be sued for selling a dog that bites.

Just a thought. Keep up the good work. Neither of us will be having anything to do with the SPCA anymore after 40 yrs of supporting it.
