Despite vigorous protests by rescue groups and individuals, the BC SPCA is training staff at the Victoria Branch of the BC SPCA in the DTA4 Assessment "Weapon".

I use this term "weapon" as the test is not designed or used to help dogs by determining which dogs need what rehabilitation, as there is virtually no rehabilitation program in place at the Victoria Branch.

To test the dogs without any remediation available is simply unacceptable to me and to many others involved in rescuing dogs in Victoria.

What, pray tell, is the Victoria SPCA going to do with the dogs that fail if they cannot rehabilitate them?

Or is Victoria no longer the "no-kill shelter" that the staff and management here are so proud to speak of?

If it is now just like the SPCA facilities on the mainland and the "owner-surrendered dogs" must now pass this test, I certainly hope the Victoria Branch of the BC SPCA has the compassion to warn owners who have come to believe their pet dog will be safe and re-homed successfully if surrendered in Victoria. To do not warn owners of surrendered dogs is simply unacceptable.

When the rules change the public must be warned and informed.
