I put in a call to Ken Halliday at the SPCA today

I work at the Jubilee and every day I work I go for a walk around the hospital. These dogs are always outside rain or shine. This week has been especially bad since it has been raining. The Husky has been pacing and panting alot even though it has been cold. The yard is all muddy and both dogs are very dirty. I have seen a man outside, but the dogs are never gone from the yard. I work late in the evenings also and the dogs are still outside in the yard. The female is always on the chain.

I put in a call to Ken Halliday at the SPCA today so hopefully will get a response. I have a few questions for him.

It is time we got help for these dogs especially since the male is getting on in years and deserves a few pain free ones.

How can I get the SPCA to stop this suffering? *PIC*
You probably can't get the SPCA to do anything
On behalf of the voiceless victims, thank you
I know these dogs well and have been in the middle of the battle of helping them
