This is going to keep happening as long as the SPCA does not demand breeding licensing and controls in BC. In Abbotsford, pit bull pups are sold at flea markets and off the backs of trucks.

At the least, the Mayor and Council of Abbotsford can control this mess in their municipality. Why is the multi-million dollar underground dog breeding industry allowed to thrive? Controls on this industry would be much easier to enforce than most laws. Once the pups are ready to sell, they can't be hidden. And there are hundreds of people who would be glad to inform on a breeder, so almost all enforcement would be complaint-driven, the cheapest enforcement of all.
