(Name of vet removed) told me she had specifically gone to the (Lower Mainland branch name removed) SPCA (in 1999 approximately) and offered her services to spay and neuter the animals with the expectation that her overhead costs be covered, but that she did not expect her time to be covered. (This would be very cheap.) She mentioned she would probably do this once a month on the weekend. She told me the SPCA had refused this service. She told me that the SPCA wanted to keep handing out the certificates as she had been refused her services.
We both wondered what the SPCA did with all the unclaimed money for people who paid for the spay and neuter certificates but never used them.
