I have been told by various people with the Victoria SPCA that it would be too expensive

There are many reserves around Victoria as well, and while a few animals are well cared for the majority are not.

My experience is that many dogs are tied to bumpers of old rusted cars (I have never been able to figure out why) or attached to chains on trees. Others are penned. The lucky ones just run around loose.

These dogs are not watered or fed regularily either.

This is not a proper life for any dog in my opinion, but we cannot force change as no agency is willing to deal with the problem.

So, because it would be expensive to save the lives of these dogs one by one, we as a society simply pretend it is not happening.

Inexcusable....
