Is this a case of "do as we say, but not as we do"?

I agree wholeheartedly with the premise behind this initiative, and that consumers should support pet stores who only sell supplies.
How then does the SPCA justify it's recent business partnership with Petcetera to acquire the Pet Express Van? It is common knowledge that Petcetera sells many varieties of caged animals and fish, so how does this affect their business relationship with the SPCA?
Furthermore, the Canadian pet store industry's lobby group "PIJAC" still lists the BCSPCA as an affiliate, and says the BCSPCA uses PIJAC's Animal Husbandry Manuals in all their shelters. PIJAC supports and encourages live animal sales in pet stores, and it lobbies gov't officials to ensure a continued supply of animals is maintained for their industry.
Is this a case of "do as we say, but not as we do" on the part of the BCSPCA, or does this new pet store campaign mean they too will stop dealing with groups like Petcetera and PIJAC?
