Some improvements

One improvement is that it stopped killing animals for cash. It used to have offing-rates of $50 a dog and $35 a cat. No ID? No proof or ownership? No problem - just give us the money. Think about what that means. The SPCA had hundreds of trained cold-blooded animal disposers and it had the tools. Why not make even more money out of your business's specialty? The SPCA is still training staff in cheap in-house killing.

Another is that it stopped letting new employees (and Directors) breed and sell more animals. Thank about that one. These employees were being paid to kill excess animals for their day job and were breeding and selling more on the side. Lots of them did. It was a common side-line. Think of the kind of person who both bred and sold animals, and killed animals. But maybe don't think too hard if you want to sleep at night.

Other improvements seem to be better animal programs at the branches, more dog walking at the Vancouver SPCA for example. But that is negated by the SPCA's junk-science dog test that is rigged to fail dogs and provide the media with a "scientific" justification for killing dogs like Cheech.
