What changes (re: cats) are you referring to?
I know the SPCA used to give sick and/or old, cats to Forgotten Felines, for example, but they are currently harrassing Penny March of Forgotten Felines to the point where she is not adopting cats out at the moment.

The Vancouver branch of the SPCA currently spayed/neutered approximately 18 cats (WOW!) in their 2nd annual feral cat day.

I see the SPCA raising money hand over fist for the cats here on Saltspring Island, but I don't see any public education being done re: spay/neuter, so those cats and kittens keep on pouring in, both the "saleable" ones, and the ones that they just "have" to kill.

For the most part, they also refuse to help low -income people with financial assistance to have their cats spayed or neutered.
