I went by the Vancouver SPCA today, and Jiji is still there

I went by the Vancouver SPCA today, and Jiji is still there. She seems so much bigger than when I saw her a week ago! The person I spoke to said she will not be up for adoption or fostering, because the owners ARE disputing the seizure. She said, "She could be here for over a year". She also said only an SPCA staff member could foster her, or a volunteer who has been with them a very long time, because they have to be able to cope with the possibility of Jiji having to be returned to the owners.

I can't imagine her doomed to spend the rest of her puppyhood growing up in a kennel at the SPCA, and then being returned to her "owners".
