Jiji's owners could claim that the seizure was illegal and unlawful

When a lawyer tells Jiji's owners what it will cost to fight the seizure and that there is a strong possibility that they will lose, they will probably let the 14 days elapse. Then Jiji will be sold by the SPCA. There is only one argument the owners might use: trying to get a court to rule that the seizure was illegal and unlawful. One ground for that ruling could be that the SPCA never issued the owners with a written "Offence Warning Notice" before seizing. Another is that the SPCA did not make an attempt to communicate in the owner's language, even though Charlie Leung has worked for the SPCA for about 15 years and even worked at the Richmond SPCA for years. Another is that Jiji was not suffering from any of the offences named in the PCA Act.
