Wow. You really have taken on the old-guard!
SPCA's are just the same as animal control here - killers and insensitive 'law enforcement types'. The names they are allowed to take on! - ie 'shelters' and 'prevention of cruelty'.. these are sooo misleading!
We took on the pound in Rancho Cucamonga, California.
I think the most effective step for us was getting the word out that the public supported our position. You see, our 'enemy' was the City Council who are elected officials. Our 'shelter' is owned by the City but administered by the County under a contract. So our objective was to get the City to fire the County and to establish a no-kill objecive. The County was awful. How awful/wonderful that you have so many violations and that you have documented them and let the public know about them.

You have an AMAZING group! I have had in just a few hours maybe 50-60 people from your link look at our site. And many of them have stayed on for 2-6+ hours!
