Re: Victoria spay / neuter clinic opportunity

I understand that the $900,000+ legacy that was left to the Victoria SPCA is to be partially used to make changes / additions to the facility to reduce the noise complaints - approx. $500,000. I wonder if the balance will be used to re-open the clinic (wouldn't that be a real opportunity to show an improvement in animal welfare?) or will it just result in less money coming from Vancouver to run the existing facility?
