The SPCA itself admitted to selling this dog. When told that it was now chained up, it said that it would "investigate". That was more than a month ago. As of August 4th, when this photo was taken, the dog was still on its tether. It has been seen there day and night. Further requests to the SPCA, to take the dog back and rehome it ethically, even with an offer from AAS to pay for its rehabilitation and participate in its rehoming, were met with dead silence.
