"Few charities can boast such a streamlined efficient structure and the SPCA did not achieve this without enormous effort and determination."

One charity boasted much more efficient money management than that. As a matter of fact it was the Chilliwack SPCA. Manager Eileen Drever said in a mailout that "over 96 cents of every dollar you donate...goes toward caring for the animals". That begged the question " What was the other three odd cents spent on - euthanasia?"
