From the BC SPCA Provincial Prevention of Cruelty to Animals Act, Section 14(2):

"An authorized agent who believes on reasonable grounds that there is an animal in critical distress in any premises, other than a dwelling house, or in any vehicle, aircraft, or vessel, may enter the premises, vehicle, aircraft, or vessel WITHOUT A WARRANT for the purpose of taking any action authorized by the Act to relieve that critical distress."

If being dead isn't critical distress in the SPCA's mind then what is?

It's bad enough that a dalmatian froze to death on its chain last winter, despite the efforts of concerned citizens to get the SPCA to help the poor dog, who had been chained for years. One would have thought that all the bad pr generated by that story would have caused the SPCA to smarten up and start using its limited supply of Special Provincial Constables to investigate cruelty complaints instead of to harrass other animal welfare organizations. But apparantly not, as more animals have now died while the SPCA continues to make excuses.

And Lorie Chortyk's spin doctoring is getting weaker as the BC SPCA continues to sink in the quagmire of its own dishonesty. The SPCA's "We speak for those who can't speak for themselves" facade has crumbled so much that even the average reader wouldn't buy Choryk's excuses on this one.

What a tangled web we weave when first we practice to deceive...the SPCA's first step to climbing out of the ugly mess it is in might be to instruct its spokesperson to admit that the Society failed these horses. A little honesty never killed anyone.
