An all too familiar tale..........

The public complains to the SPCA over a period of time, the SPCA does nothing or very little (including their infamous "drive-by's"), the animals suffering is prolonged, some animals die, and then the SPCA denies ever having been told about it in the first place. This time the SPCA's PR mouthpiece blames it on staffing cuts, despite the fact that this type of garbage has gone on for years even when staffing levels may have been higher.
Regardless as to whether it's horses in a field, a dog on a chain, or a puppy mill, the SPCA has a long history of ignoring the public's concerns. It is stuff like this that makes me doubt whether anything at all has really changed at the BCSPCA, or whether it ever will.
