Is this how the BCSPCA takes care of problem employees?

"Daniell said he had looked into these incidents and while they are factual, the employee responsible for the terrier's care was identified and "action was taken."

Comment: What Daniell doesn't say, is that the real action taken against this person, was not taken by the SPCA! If not for the City that contracted with the shelter where this person worked, he may very well still be there. In fact, this same person was complained about many times, the same evidence shown to the City was previously given to Mr.Daniell, and the SPCA would do nothing about it. Mr.Daniell told the complainants he didn't have enough proof to take any action against the employee, and yet now he calls the allegations "factual". The City where this happened used their own legal power and fired the person from the shelter themselves, and then the SPCA just moved him to another shelter! And this person was not even demoted in rank, but was transferred laterally to the same job somewhere else. How exactly is this action going to help the animals when this person is still working at an SPCA?

The SPCA needs to get rid of this kind of employee, permanently, not move the problem somewhere else.

"A new system of management is now in place and staff can take concerns to managers and managers can contact the SPCA's chief of operations to address problems."

Comment: What is different about this? The SPCA has always said this was the case and that concerns were to be shared with management. But when the problem IS WITH MANAGEMENT, the person is forced to go directly to the CEO, and the CEO ignores the complaint, then what? I can't tell you how many times I've seen staff and volunteers wringing their hands in frustration because their concerns were ignored by management and everyone in between, right up to the top.
