I can understand how people would think it is great because you are picturing a dog being brought down and adopted. Remember though these dogs are being transferred from the shelter - they are not the dogs suffering on the streets in packs that the SPCA won't deal with. THAT is where the problem is. For those of use who have dealt with the up north problems, we all know that S/N is the ONLY thing that will stop this epidemic - until there are no more puppies - the cycle will continue on and on and on and on....bringing them down isn't fixing it....fixing THEM will fix it. If they aren't having puppies there will be none to bring down. Pretty common sense.
