To the Mayor and Council
I am greatly disturbed by reports that the Surrey SPCA is transferring dogs
to the Delta SPCA where they are being euthanized. The taxes paid to the
SPCA are taxes from people like me who don't think it's right that the money
be used to put down dogs rather rehabilitate them.

There has been a lot of controversy over dogs at the Surrey SPCA over the
last two years or so. Twice, all the dogs with kennel cough were put down
rather than given to foster homes. Once under manager Kim Archibald and
before that with Hugh Coghill. Are the dogs being sent to Delta to avoid
another controversy?

Could you please look into this issue and stop it?
