It is the BC SPCA's business to know about cruelty to animals

Shawn Eccles, BC SPCA's Chief Animal Protection Officer strains credulity, when he says that "there are countless unmonitored farms and "roadside zoos" housing exotic wildlife".....and then says, "Are there a lot more out there? We just have no way of knowing."
It is the BC SPCA's business to know about cruelty to animals, and to act on that knowledge.
No way of knowing? Come on, Mr. Eccles - listen to the public, contact Zoocheck Canada, have a look around at "roadside zoos."
Is this why the SPCA waited so long to take any action re: Hazina the hippo at the Greater Vancouver Zoo? Because you didn't know about her?
Funny, everyone else did - did they neglect to mention it to you until recently?
It seems that you selectively choose not to know about many things that are within your mandate of action - puppymills, chained yard dogs, etc.
It is time to get off the pot, find out what you don't know about, and get to work.
