After reading what the SPCA had to say regarding their failed attempts working with Kuper Island ...

This truly is a good question - one I don't know the answer to. I thought the answer would be clear after we returned from Kuper Island - but I came back even more confused.

SPCA Constable Erica Paul reportedly said the SPCA has tried to work with Kuper Island, as well as other reserves, to start a spay-and-neuter program, but has not succeeded. After reading what the SPCA had to say regarding their failed attempts working with Kuper Island - I was personally shocked but gratified at how we were welcomed with open arms by the community as a whole.

Not only did they accept our help, but they were thankful and appreciative of everything we had to offer and stepped up to the plate as a community to help us raise the money needed to help the communities animals get sterilized & general vet care.

This begs the question: Do natives report inhumane killing to the SPCA and if they do, what does the SPCA do?
Big Heart Rescue would likely be pleased to present training to the SPCA to show them how they have been successful
