It's the Same Thing...only Different!

The packaging has changed but everything is just the same as it was. Here's how I see it:

There were always some good dogs. Those are now called dogs in the "green zone". They will live.

There were always some dangerous dogs. Those are now called dog in the "red" zone. They will die.

MOST of the dogs will fall somewhere in between. These dogs will be in the "orange zone". Things can get really "iffy" for these dogs from one day to the next by factors that have nothing to do with these dogs. For example, if the SPCA needs space to house impounded dogs and the kennel is full, guess where they will make room to get the kennel space they need? Yep, somebody's going to make a decision which of the "orange" dogs are taking the walk down the hall. We haven't heard much about the dogs in "orange", or how these dogs are to be dealt with. Does each dog in "orange" get a plan to help it make it to the "green" zone? I don't think so. In fact,when you think of it, everybody knows that there are way too many dogs. Therefore, this is where the flexibility to manage the numbers of dogs comes from. This is where the numbers of excess dogs is reduced "as needed". Really, these dogs should be described as being in the "grey" zone, but that would be too obvious.

And so this is nothing more that a piece of propaganda to carry on business exactly as it has always been.

It's not about the test it's about the intent
RSPCA validation, SPCA intention?
