The PCA Act permitted the SPCA to seize "Bill", the dog AAS saved from the Abbotsford pound because he was definitely suffering distress at the time we bought him. He was emaciated, full of parasites and had a huge sore on his leg, all reasons that the SPCA has used many, many times before to have charges laid. The man who owns the Abbotsford pound used to run the Vancouver SPCA's huge pound-contracting business empire, a man who said in front of many witnesses, "I've killed fifty thousand animals in my time." AAS would have been happy to have the SPCA inspect Bill and have charges laid against this former employee who has a lot of knowledge of all the killing the SPCA did for so many decades, in fact we offered the SPCA to inspect Bill, but they didn't. Yet they seized Gwen Wilson's beloved, plump, and happy dog Dakota, for having a smaller lick granuloma on his leg, at the same time it seized her cats, and made her pay almost $4000 to get him back. That statement is completely wrong. No intent is needed to lay charges under the PCA Act
Not requiring intent is both a good and a bad thing. Not good if you are a cat rescuer or have a dog with a sore on its leg *LINK*
The public is still ignorant of the fact that technically the PCA Act allows the SPCA to seize any animal ...
Not having to prove intent to be cruel can lead to abuses of power like the seizure of Gwen Wilson's animals
