Mr Brimacombe's plan for the BC SPCA: http://www.animaladvocates.com/spca/strategic-plan-may02.pdf Mr Brimacombe's plan was written by pricey consultants because Mr Brimacombe thought there was money to burn because he didn't realize that his plan was going to almost bankrupt the SPCA. When it came close to bankrupting the SPCA, Mr Brimacombe was shown the door. Of course he sued - it's the SPCA way.
