Reputable animal welfare agencies already do home
visits and follow up care, those that don't should surely be urged to change. Voluntary reductions in breeding have not worked. For every family that diligently spays or neuters their dog there are plenty more bred for profit.
I would not want to see a round up and kill of existing dogs, but enforced sterilization and a restriction on imports will naturally lead to attrition. Dogs that don't yet exist cannot suffer under a ban; humans can learn to become emotionally attached to other things.
As for Pomeranians, even the article you reference clearly states that a fatality is ... "not something that happens with that breed". Sadly, the same can't be said for pit bulls.
