Why did the Burnaby SPCA permit the mall show? Did the SPCA report the unsafe enclosures to the Ministry of Social Services?

I wonder why the SPCA did nothing when the animals were being shown in a Burnaby mall, where the SPCA were (and still are), the paid enforcer of Burnaby's animal bylaws, and yet are now claiming there was nothing they could do.

I wonder if they contacted the Ministry of Social Services, and told them that there were children in danger from the animals being kept in neglectful and insecure premises at the childrens' home.

Too easy for them to say that they couldn't find anyone to take the tigers and so there was nothing they could do.
