What are any agencies responsible for preventing dog attacks actually doing? In BC, the SPCA can enforce the Dangerous Dogs Act. In Vancouver, Vancouver City Pound Animal Control Officers can enforce the City's Dangerous Dogs laws. Neither of them used their powers to prevent the attack on Shenica White.
In BC, the BC SPCA is not effectively using its powers to seize other menacing dogs. On January 3rd this year, Liz McMullen of Vancouver required 30 stitches after being attacked by a pit bull in broad daylight while waiting for a bus.
In October last year a New Westminster girl required 70 stitches to her arm and hand after being attacked by a Rottweiler.
