SPCA encourages a culture of cruelty by permitting so much cruelty

Why has the BC SPCA never attempted to get control of breeding laws in BC and specific legislation to cover puppy mills? By permitting so much neglect, the BC SPCA has helped to create a culture of neglect where neglectors and breeders know they will not be held to account and in fact are outraged if the suggestion is made that they ought to be controlled - because they never have been. Breeders know that the SPCA has long known of their mistreatment of animals and has permitted it.

In fact, the SPCA has never even tried to get legislation to specifically control the way puppy mills treat their 'product'. This has been one of AAS's central arguments: that the SPCA itself is responsible for abuse and neglect of animals in BC - because it has permitted it for so long.

Abusers/neglectors have had every reason to believe that the way they treat animals is acceptable - after all, it was acceptable to the SPCA.

The whole province of BC is a nasty, running sore of neglected and abused animals. If the BC SPCA is sincere about reforming itself it will have to undo a lot of harm it has done by doing so little for so long.

AAS is tired of hearing about vile breeding operations in BC, such as the person who breeds small dogs in her apartment and keeps them in cages in closets and being told that the SPCA has been complained to for years. The excuse is always the same: that no law is being broken as long as the dogs have food, water, and shelter. Then why hasn't the SPCA demanded legislation that will allow it to more easily seize puppy mill dogs in that case?

Why hasn't the SPCA accepted AAS's offer of its Puppy Trafficking Database. How can it possibly say it is sincere about preventing cruelty?
