CRUEL AND DANGEROUS - Would the City of Vancouver permit gun owners to keep loaded guns in their yards?

Neglected dogs in backyards are potential dangers to the public, especially children. Would the City of Vancouver allow gun owners to put a loaded gun in their backyard and then put a sign on the gate saying "BEWARE - LOADED GUN IN YARD!"

The City has known of all the laws in other places, even in Canada, that have banned or regulated the keeping of certain breeds, and yet it did nothing to protect Vancouver citizens, which is its duty, or prevent cruelty to Vancouver dogs that Vancouver's animal-lovers have wanted for decades.
