Cleo would not have been roaming the neighbourhood and irritating people and risking being killed by her "family" if her family had only built a fence. They didn't, and they blamed her.

Cleo would not have been bolting for freedom if there was a fenced yard that she could have gone out in at her pleasure, especially if her "family" had put a dog door in for her. They didn't and they blamed her.

Instead of properly training her when she was young, her "family" locked her in rooms and when she got out and behaved just as you'd expect a badly socialized being to behave who was put in a room while the rest of her "family" was having fun , she was called "out of control" and she was blamed.

The pet rabbit next door was imprisoned in a (probably dirty) cage by itself for life, was killed by Cleo, who shouldn't have been loose in the first place. Did the rabbit's "family" get blamed? Did Cleo's "family" get blamed. No - Cleo did.
