That has a simple answer, Lori Chortyk is mistaken in her statement. Clearly she needs to do some homework before she speaks to the media (her job). Animals in distress (not critical) can be seized if an owner does not rectify the cause of the distress (the definition of which can be found on the AAS website). The term critical distress applies to animals that are essentially too sick or injured to be saved or made whole by a Vet. Yes they can be seized if found that way but it has nothing to do with the distress found in Kelowna. In most cases of critical distress the animal will die.

These two types of distress exist because they are defined in the PCA Act. It can be confusing to some although it should not be to Lori Chortyk.

The Kelowna stories I have seen/heard have not said it was the biggest seizure in SPCA history but rather the Kelowna SPCA history.
