Leaving the standing staff there by itself. Which by the way should indeed be addressed with some one in charge. They should have made sure there was food and water in all cages needing it. They should also have been cleaning cages, if nothing with a higher priority was happening and it appeared to you there was nothing else.

On that visit did you inform them of your concerns? When you go back to look for your cat, ask to see the supervisor.
