The SPCA itself is setting an example of pet disposal and neglect, but this ploy of blaming the public has worked for so long that the SPCA just can't give it up. The SPCA takes free cast-off pets and sells them if it can and kills them if it can't. How in any way is that educational or setting a good example, except as a bad example? It is not even sterilizing all the animals it sells. What kind of an example is that? Why would the general public behave any better than the agency that is supposed to exist to prevent cruelty and promote animal welfare? But blaming the public works...too many people don't see through it.
