Refusing to accept hard to sell animals and off-loading them onto the little groups

During the course of this forum it was intimated that unless we "got on board " with the new DTA4 assessment test (the one used to condemn Cheech to death), the Victoria SPCA would start turning away owner surrendered animals that would not be easy to place due to various reasons, mostly because of behaviour/temperament or poor health, both conditions which cost money.

July 19th the Victoria SPCA, over the phone, sight unseen, refused to accept two border collies that the owner felt she has no choice but to surrender. the SPCA only gave the owner the phone number of GVAC even though it is aware of a very credible border collie rescue in Victoria. The name of a border collie rescue on the mainland also may have been provided.

So now Victoria has an SPCA that accepts only selected owner-surrendered animals. Would these be the easily sellable?

There is also a wait-list for cats to be surrendered. Great Victoria Animal Crusaders is helping a mentally-challenged man needs to spay his mom cat and find homes for two others or he will be evicted. He was told by the SPCA that he is 18th on the wait-list. This man phoned GVAC in tears as he knew he shouldn't just throw them outside but didn't know what else to do.

In my opinion, the Victoria SPCA has forgotten its mandate and forgotten why it exists in the first place. It certainly is not helping the animals let alone educating the public. Actually, just what is the SPCA doing?
