Rehabilitation program? They don't euthanize for space?

Funny, but that's not what some SPCA volunteers have to say about SPCA shelters. In fact, just this past week I corresponded with an SPCA volunteer who was BEGGING someone to help them save a dog FROM the SPCA. Here is just some of what this person had to say:

Because the shelter is so understaffed and in dire straits financially, dogs that come in do not last long. Animals are kept until they start to show signs of stress related behaviour, then euthanized humanely. That's about 2 months for dogs that pass the evaluation, longer for the really well tempered GOOD dogs...

If I take her back (to the SPCA), I fear she will be put down because no one wants this dog. She walks off leash. She comes when called. She's affectionate, not aggressive, good with cats dogs AND children. She's not that big, perhaps 60 pounds. Beautiful girl.

It's breaking my heart, and I've loved many good dogs that have been euthanized.

What other reasons besides lack of space and lack of resources such as rehabilitation programs, could there possibly be for the SPCA killing so many "good dogs" as this volunteer has indicated?
