Yes it was a long time coming but some of the SPCA's do spay and neuter every animal BEFORE it is adopted. Maple Ridge has done this with the cats for one and a half years now. They have recently started doing the dogs. Surrey started in January. Others are coming soon and soon all kittens will be done at 10-12 weeks. In Maple Ridge still 90% of the cats arrive in not fixed and the public has to start taking some responsibility of their own animals.
