There is a neighbor of mine who keeps their dog outside, chained to a line 24/7!
I believe the dog has some shelter he can reach but whenever I check on
him he is outside in the elements, lying on the ground.
Today its pouring with rain and he is lying on the brick patio area. He does not even respond when he hears me.

The SPCA says this treatment is legal but is there anything that can be done
for him?

Your advice would be most appreciated.
