I am very concerned about a dog in my neighborhood. She lives in a run in her back yard 24/7. She is never let in the house and is not walked or loved by her owners. My neighbor has told me that the temperatures will be dropping to 18 below next week.

The neighbour told me she feels sorry for the dog and throws dog biscuits or takes food to her barricaded run. She is 85 years old and afraid of the owners.

The SPCA was brought in last year on a complaint from neighbors and because there was food and water nothing was done.
What more can be done?
