I administer and old and reputable animal welfare organization in Victoria and I personally do not believe the SPCA should be saved in it's present form. However, I do believe animals in British Columbia need a strong Provincial SPCA.
Can each community do it themselves? Perhaps, but some communities have little resources and need help to make real progress and that is the benefit of a Provincial Body.
A real Prevention of Cruelty to Animals body in my opinion would have a deep-pocketed and expansive spay and neuter plan open to all the dogs and cats in the Province owned or not. Spay and Neuter stops the surplus of animals being born and in itself prevents suffering. Without a well-directed, expansive Spay/Neuter program, SUFFERING is ensured.
A real Prevention of Cruelty to Animals body would be going to the PROVINCIAL GOVERNMENT and persuading the Government to UPDATE laws to include more than food, water and shelter.
We supposedly live in a humane society and continuing to work with laws that do not adequately protect animals, is in my mind, simply ludicrous.
A real Prevention of Cruelty to Animals body would deal with individual cases of abuse whether there was publicity and donations to be gained or not. The animal being abused would be the reason for the investigation not the possible publicity that would be gained. The animals would also be forefront in the decision making process and rehabilitation available. There is no point in seizing and killing the animals involved. That is not Protection but Persecution.
Do I personally want to see the destruction of the BC SPCA?
Not a chance.
But I do want to see Honesty and Reform. Without that, the Animals truly have NOTHING to LOSE.
