The only time we saw the SPCA act principled...

...was in the Vogel Report, released November 2001, after a summer of "community consultations".

That exercise may also have been only fear-driven and a P.R. reaction to AAS refusing to buckle under the SPCA's first threat to sue, as some have alleged, but AAS has always believed that the people involved were principle-driven.

Three and a half years later few of the Report's excellent recommendations have been implemented. The Report seems to have been co-opted by ego-driven reasons.
