Why can't the SPCA get a simple thing right?

The SPCA leaves a pup in a Rubbermaid container, even after many complaints and a neighbour who witnesses the pup being hit. It is supposed to give all animal owners written instructions on what has to be done to correct the factors that cause the "distress". It is supposed to do this whenever it sees any animal in distress, unless the animal is in "critical distress" (so near death that it is inhumane not to kill it quickly to put it out of its misery).

Did the SPCA give Jiji's owners written instructions...in any language? Why didn't the SPCA come back to re-inspect the next day? Why did it wait to get more complaints? Why didn't it seize Jiji after the second visit? Did it take the threat of video to make it act? There is never any way to know the truth with the SPCA.

But it has seized healthy, happy animals without any warning at all. In the process it has ruined animals and ruined people.

Something is seriously wrong and it needs to be proven in courts that it is wrong, or - and this says something shocking about the people running the SPCA - there is no reason for it to change.
