This is not the first case like this

Jiji's story is very sad however I think this is happening more often than we think. Approx 3 months ago, I was talking with one of the Abbotsford SPCA officers that had just picked up a pup from the vet clinic after being spayed. I was told by the officer that this particular pup was found in a rubber made container along with her litter mate who did not survive the ordeal and was found dead at the time of the seizure. These pups were approx 14 weeks old, and from the looks of the pup that survived, were in much worse shape than Jiji. This pup was very thin, looked sickly and very nervous. She appeared to be a Rottie x Shep type breed, dark in color.
This happened in Abbotsford, and from what I understand, the people that had kept these dogs in these conditions were also immigrants that hardly spoke English.
I don't know what would possess people to think that this is an appropriate way to treat an animal, however it seems to be something that is happening more frequently without the publics knowledge. Something needs to be done to ensure that this doesn't continue.
