My dog made it out of Surrey just in time last year

Interesting note: it seems that the SPCA is having a problem again. I went on the Petfinder website, and all of their dogs listed have been transferred to other shelters. I know that their contract with the city is not up until the end of the year, so what is happening? If there is another outbreak of distemper/kennel cough, how many dogs are they killing (or going to kill) this time? My dog made it out of Surrey just in time last year, and was fine after a few weeks of medication and lots of TLC. Seeing all of the animals at the Surrey shelter being transferred out has me more than a little concerned.
