Only very recently has the BC SPCA adopted a semblance of animal welfare. A side story to the Cheech affair was the story of how money raised to pay for surgery for inured dogs at the Delta SPCA disappeared into Head Office. Severely injured dogs or ones with horrific abuse stories were chosen (in good faith by some staff, like Amanda Muir, and hard-working volunteers) to be used to raise funds for vet bills. Everyone threw themselves into this because they were so sick of the SPCA just killing injured dogs.
But the vets didn't get paid the thousands of dollars they were owed for their work, which they had already generously done at very reduced prices. In the blow-up that was created by CEO Craig Daniell over the Cheech affair, this came out.
The SPCA then created, to much P.R. fanfare, the Biscuit Fund, a fund that is for surgery for the lucky animals that SPCA chooses to use it for. It got off to a rocky start when the funds were still low and there were some sacrifices to the expediency of using its money to sue AAS rather than on some dumb dog like Bojangles, but the Biscuit Fund seems to be providing for surgery for more animals now.
